The Engineers at the U.S Army corps were employed to assist Lt Col. Thomas Lincoln Casey to create modifications to the plan of the building. Many cost-saving changes were carried out in the monument. A cap of aluminum sheet was placed at the top of the building to serve as a device for lighting protection.
