The Statue of liberty is undoubted, one of the most visited places in America and visitors were usually allowed to climb to the top of the torch. This freedom was revoked in 1916 when the Black Tom incident occurred. The top of the torch has been sealed off since then. Click the next ARROW to see the next photo!
